Foley, Paul

Paul Foley is an experienced environmental professional with over 20 years in oil spill preparedness, response, advocacy, and outreach. Starting his career as a spill response specialist, Paul has developed a well-rounded skill set that includes both hands-on response and strategic preparedness initiatives. His international experience has given him valuable insights into operational and crisis management perspectives.

In his current role as Regional Manager (Europe) for OSRL, Paul works to ensure the organization’s response capabilities are always ready and effective. His leadership has contributed to continuous improvement and operational excellence within the industry. Paul is appreciated for his ability to combine technical expertise with innovative problem-solving, making meaningful contributions to industry best practices and frameworks.

Paul has been directly involved in several significant spill response operations, including the Tasman Spirit spill in 2003, the Gulf of Mexico Macondo spill in 2010, the X-Press Pearl incident in Sri Lanka in 2021, and the FSO SAFER response in 2023. These experiences have further honed his skills and deepened his understanding of complex spill response scenarios.

Paul is committed to collaboration and industry advancement, actively participating in various professional boards and associations, such as the International Spill Control Organisation (ISCO) council and the board of the UK & Eire Spill Association. His strategic insights and advocacy efforts have supported the development of mutual aid frameworks and good practice guidance, benefiting the broader environmental response community.
