Dr. Rachel Eager is an expert in monitoring, evaluation, and learning (MEL) for international development programmes, with extensive experience in community-led conservation, fisheries management, health and governance. She has worked across Africa, Asia, and Latin America, designing and implementing MEL systems, facilitating learning processes, and supporting evidence-based decision-making. Currently a freelance consultant, Rachel is leading monitoring and evaluation for Defra’s Ocean Countries Partnership Programme and FCDO’s Climate and Ocean Adaptation and Sustainable Transition programme having previously held leadership roles at Blue Ventures, Itad, and Save the Children UK.
